In my last randart winner, I found the weapon I used to take down Morgoth on dlevel 34, in my current game, on dlevel 32. So I would guess that it's a function of randarts. Nice weapon though!

The game is supposed to be engineered now so that you just keep going down, and find them now and then on the way, rather than worrying about a stat gain phase, but it is work in progress.
