Club of Bullroarer

I had an idea for a new weapon, now that we have clubs.
Could anyone tell me whether you find it balanced? Also, what exactly does allocation do? Is a high value better. I tested and everything seems to be working fine (I generated it with debug commands and with a hobbit warrior with 18 STR it would do about 20 damage to normal creatures and 60 to orcs. I'm a bit concerned with that, but it could always be put deeper or the slay made weaker.
By the way, the club is mentioned by Tolkien and I'm essentially paraphrasing him in the description.

Okay, after a bit of testing, I conclude that it is indeed not exactly overpowered, considering what you can relatively easily find. The orc slay on it is handy, but not game changing and makes it worth carrying as a swap weapon.
The testing involved wizarding myself the weapon at dlvl 0 with a hobbit warrior(not really the best choice, but whatever) and walking around. I couldn't kill a battlescarred veteran. I then leveled up to three and jumped to dlevel five, once I had charcter level 6 I went down to dlvl 12 and leveled up to 8 and met wormy. After a bit of back and forth(twice I had 20 hp and he teleported away) I killed him and he dropped something that does 1.5x the damage of the club, gives 2 STR and has weak acid brand and weak slay evil.
Oh, by the way, the display showed that damage would be modified against evil and animals, telling me what those last two runes were. Maybe that should be changed, perhaps when the damage display learns to calculate damage for 1.XY multipliers.

The only problem I have with it is that Golfimbul still has his head at the time the game starts. Great idea otherwise!

Yeah, well, this tends to be ignored elsewhere, though. I mean the bastard sword of Eowyn talks about its nazgul-slaying properties, and the Witch-King is still alive. I'm also pretty sure there are other monsters who should be dead even more so than golfimbul. Thuringwethil and Drauglin were certainly dead before many artifacts were forged(the star of elendil is very much in opposition to those two), and that is not the only case of this phenomenon(long bow of Bard, Smaug). There is still a case for the clubs inclusion.

Yeah, hobbit lore is essentially a collection of cheap puns!! Also, it provides an early prowess artifact, comparable to the *thanc daggers.

That is actually canon Tolkien text. Don't quite remember which book though. Hobbit?

Yes, The Hobbit:
