Those are some nice arrows - but I don't see the sound resistance.

True; but apart from costing mana (and using staves instead of junk/rubble as the source item) it's also more or less identical with Ammo Creation in ToME2 and Create Ammo in Pos-likes, which are treated as not-magic.

It feels more like a quality-of-life thing (let's allow @ to do it in a single turn and assume he has access to the other materials needed so the player doesn't go insane) than a thing @ can do in 1 turn from wood only because of magic; but maybe that's a variant player's view.

With the fix implemented (don't generate special artifacts when using a tval in make_object), this now prevents artifacts from being generated into vault spots that are defined by tval. For example, there are "=" and "&" spots to generate "rings" and "amulets", those should still be able to generate artifact rings and amulets. So the tval should be passed to make_artifact_special() and the tval check done there.
