Artifacts that drain experience

When an artifact says it drains experience, what does it actually do?

While wearing the artifact your experience slowly decreases.

Most if not all artifacts which drain experience also aggravate. The kills will probably even out the loss of experience.

Unless you're on dungeon level 5, but I hope that's not the case if you somehow found an xp draining artifact.

Are they really that powerful, comparatively? I can't see ever using one, but it each kill nets you 20k XP at some point and each turn costs you 1 or 2 XP, maybe it is worth it.

At least the Palantir is powerful enough.

I don't know how it is now, but when I played back in 3.0.4 the XP drain could safely be ignored. It was just so slow it didn't matter!

It looks like the XP drain effect has a 1/10 chance of going off every game turn (10 game turns = 1 player turn at base speed ~= 3 player turns at speeds around +30) and when it goes off it lowers current XP and max XP by a single point.
