Ring of Escaping

Should RIng of Escaping have a negative affect on spell casting?
Otherwise, it's practically a very easily (?) obtained ring of speed for mages.
If you can't attack or shoot ranged weapons at a monster, why should you be able
to cast attack spells at them?

I haven't gotten below 1100' and I've already found 3 ring of Escaping (+4 speed) !!!!

Hmm, rarity needs tweaking, and indeed spellcasting should be affected. Filed as #607 in the bugtracker.

I've talked about this before, in regards to player fear and the inconsistency of melee vs. ranged vs. spells when afraid. See http://angband.oook.cz/forum/showthread.php?t=549. While fixing this problem, some consideration could be taken with fear too, perhaps?
